HR trends in Luxembourg: CSR partners you should know about

October 22, 2025

In 2025, HR trends in Luxembourg are increasingly focused on sustainability, inclusion, and regional engagement. Companies that engage local CSR partners gain credibility, retain talent, and improve their social performance. Pluxee, already ESR-certified and a member of IMS, embodies this dynamic and positions itself as an essential partner for HR decision-makers.

Why HR trends in Luxembourg involve CSR partnerships

Attracting and retaining talent through corporate social responsibility

There is a strong demand for meaning: a CSR & HR webinar organized by IMS Luxembourg and relayed by lifelong-learning.lu in December 2023 (“CSR & HR in 2024: challenges and best practices”) highlights the essential role of HR in the sustainable mobilization of teams.

Complying with national CSR guidelines

The Luxembourg Ministry of Economy, through the INDR, promotes CSR with tools such as the ESR label and programs (“ESR-Entreprise Socialement Responsable” or “Socially Responsible Company”).

Strategic local CSR partners to be identified

INDR, your partner in responsible engagement

The National Institute for Sustainable Development and Corporate Social Responsibility (INDR) is tasked with implementing a recognized CSR label that certifies and promotes the effective contribution of Luxembourg companies to sustainable development.

With the support of the Chamber of Commerce, the Chamber of Trades, and the Ministry of Economy, INDR has been offering the ESR – RESPONSIBLE COMPANY label since 2010. By 2025, more than 350 entities representing all sectors of activity in the country had been awarded this label.

As a leading institute in Luxembourg, INDR relies on a robust and evolving methodology, aligned with European standards and new regulatory requirements, to guarantee the credibility and recognition of the ESR label.

Their work is structured around four strategic areas:

  1. Provide a methodology and a reference label to guide and promote corporate social responsibility initiatives at national and European level.
  2. Supporting companies throughout their ESR journey, through training, self-assessment reviews, annual reviews, and a digital management tool.
  3. Lead a community of ESR-certified companies, promoting the sharing of best practices and a culture of continuous improvement.
  4. Measure and promote the progress of Luxembourg's economic fabric by analyzing the CSR data collected.

The INDR therefore works alongside companies committed to making social responsibility a lever for sustainable performance and trust.

IMS – Leading network of sustainable development stakeholders in Luxembourg

IMS - Inspiring More Sustainability - has been the leading network of Luxembourg companies active in sustainable development for 18 years. IMS is an independent, apolitical non-profit organization recognized as being of public utility. IMS's mission is to inspire responsible strategies and practices among national economic actors. IMS Luxembourg supports its members through collaborative and unifying projects by promoting dialogue with stakeholders (private, public, and associations).

IMS projects address these various issues:

  • People : diversity & inclusion, health & wellbeing, community engagement, youth, business & human rights
  • Planet : ecomobility, decarbonation, natural resources & biodiversity, waste management
  • Prosperity : responsible production & consumption, social and solidarity economy, communication & reporting, leadership & governance

The network accounts for nearly 26% of Luxembourg's total payroll. IMS Luxembourg created and has been managing the Sustainability Academy since 2022: the only training organization in Luxembourg dedicated entirely to sustainable development.

IMS is the national contact point for several organizations: B Corp, Capitals Coalition, CSR Europe, the European Commission – Directorate-General for Justice, Mental Health at Work, and the WBSCD (World Business Council for Sustainable Development), and is the local hub for The Inner Development Goals (IDG).

Ministry of Economy – framework, financing, and visibility

The Ministry, supported by INDR, oversees national roadmaps (circular economy, hydrogen, PNEC), offers assistance (CSR Starter Kit, Klimapakt, etc.) and promotes responsible companies (Ministry of Economy).
